It can. Laminate and its underlayment trap moisture against the slab, and very little air reaches that space. If you've had a slab leak, the flooring around it should be checked with a moisture meter. Swollen boards usually need replacing, and the slab has to be dried before new flooring goes in.

My original water heater leaked into the closet. What now?+
